About Funding for The Way Home
The Coalition for the Homeless (CFTH), as lead agency to The Way Home (the local Continuum of Care [CoC]), is tasked with coordinating, planning, and preparing the annual application for the U.S. Department of Housing and Urban Development (HUD) CoC Notice of Funding Opportunity (NOFO) Competition. The HUD CoC NOFO competition brings in roughly $45 million to our CoC on an annual basis; which provides critical resources for those experiencing homelessness in our community.
In addition to managing the HUD CoC NOFO competition, CFTH also works to source other federal, state, local, and private dollars to meet the needs of people and families experiencing homelessness. Learn more here.

Lead Agency Technical Assistance Support
Technical assistance (TA) is the process of providing targeted support to an organization with the focus on building skills that will improve the organization, program, and/or the services they provide. It is an effective method for building the capacity of an organization.
Lead Agency Technical Assistance seeks to:
- Support a nonprofit organization to build and expand its internal capacity
- Strengthen the capacity of nonprofit sector to function more effectively and efficiently
- Build skills to expand impact and effectiveness of those they serve
- Incorporate new and improve methods, tools, or technology

URGENT: HUD Withdraws FY 2025 CoC NOFO – Local Competition Temporarily Paused
Dear Partners,
We are writing to notify you that the U.S. Department of Housing and Urban Development (HUD) has withdrawn the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) (FR-6900-N-25) from Grants.gov. This action formally pauses the national funding opportunity.

Per HUD’s statement: “This withdrawal will allow the Department to make appropriate revisions to the NOFO. to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.” At this time, we do not have additional information about how this will impact FY 2025 contracts or start dates. While HUD may reissue the NOFO quickly (potentially even within days), the notice clearly states that new federal priorities may be introduced. As a result:
Effective Immediately: Pause in Local CoC Competition
To maintain alignment with HUD’s CoC Program regulations under 24 CFR Part 578 and ensure compliance with federal procurement and fair competition principles under 2 CFR Part 200, we are:
- Temporarily pausing our local application submission and review process, including all new, expansion, transition, and renewal projects.
- Holding all current submissions until further guidance is released.
- Suspending any threshold or scoring reviews at this time.
We fully understand how much work has gone into preparing applications, and we appreciate your patience and professionalism. We will communicate updates as soon as any revised NOFO or related guidance is released by HUD. Our priority is to keep our partners informed and ensure a fair and transparent process under the updated federal requirements.

About the HUD CoC NOFO Competition
About: The Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) program is a yearly announcement from the U.S. Department of Housing & Urban Development (HUD) inviting communities to apply for federal grants to support homelessness assistance programs. The NOFO outlines available funding and sets the criteria and priorities for the grant applications. The U.S. Department of Housing & Urban Development (HUD) has released the FY 2025 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) (FR-6900-N-25). The NOFO outlines the funding available, eligible components, and federal priorities for the annual nationwide competition supporting homelessness assistance programs.

HUD’s FY25 Funding Overview & Priorities
- Total Funds: $3.918B available (includes repurposed and recaptured funds).
- Renewals: Likely covered using FY2026 Fair Market Rent rates.
- Competitive Ranking: All projects except CoC Planning/UFA costs must be ranked, including Youth renewals.
- Special NOFO Projects: Expiring in 2026 can apply for renewal.
- DV Bonus: At least $52M for new DV projects (transitional housing now allowed).
- Ranking Tiers:
- Tier 1: 30% of funding (quality/threshold only).
- Tier 2: 70% of funding (competitive based on CoC score).
- Permanent Housing Cap: No more than 30% of ARD for PH projects (PSH, RRH, Joint TH-RRH).
- Joint TH-RRH: Renewals allowed, but no new projects.
- End Street Homelessness: Focus resources on outreach and help for people living unsheltered, especially those with substance use or mental health issues.
- Support Treatment & Recovery: Fund projects that provide treatment and services to help people regain independence.
- Advance Public Safety: Work with law enforcement; local governments can ban public camping.
- Promote Self-Sufficiency: Prioritize programs that help people achieve long-term economic independence and prevent future homelessness.
- Improve Outcomes: Choose projects that reduce homelessness, increase employment income, and support recovery.
- Reduce Trauma: Use trauma-informed care and ensure safe spaces, including single-sex areas for women.

2025 Continuum of Care Builds (CoC Builds)
HUD has released the Continuum of Care Builds (CoC Builds) NOFO (FR-6902-N-25A) a one-time, national funding opportunity with $75 million available to create new Permanent Supportive Housing (PSH) units through construction, acquisition, or rehabilitation.
Key Details:
- Applications due to HUD: September 12, 2025 (3:00 PM ET)
- Local CoC deadline: September 10, 2025 (for required CoC review & competition compliance)
- Priority populations: Elderly (62+) and individuals with physical disabilities, including in medical respite settings
All applications must be submitted by the CoC’s Collaborative Applicant through
Grants.gov.
Agencies interested must submit their applications through
Grants.gov and send a copy to the CoC applicant (CFTH) by Wednesday.

To ensure a smooth process, please send any requested Site Visit information to Angel Garmon at Angel.Garmon@cfthhouston.org no later than one week before your scheduled visit. This will allow our team enough time to review your program policies and ensure that they align with CoC standards.

RFP Summary: The Coalition for the Homeless of Houston/Harris County (CFTH), Lead Agency for The Way Home CoC (TX-700), has released a Request for Proposals (RFP) for qualified providers to operate Youth Homeless Demonstration Program (YHDP) Coordinated Entry (CE) functions across our regional homeless response system.

About: The Harris County Domestic Violence Coordinating Council (HCDVCC) invites proposals from qualified evaluation teams to assess the Resiliency Fund Program Design. This initiative supports innovative, trauma-informed interventions for children exposed to intimate partner violence (“IPV”) and domestic violence (“DV”), which was exacerbated by the COVID-19 pandemic and aims to respond to the developmental and therapeutic needs of young children in Harris County, emphasizing the needs of children aged 0-8.
HCDVCC is committed to collaborative leadership and collective learning, centering the voices and needs of survivors to guide decision-making and program development. This evaluation aims to produce actionable insights to strengthen the caregiver-child relationship, improve outcomes for children exposed to DV, and inform evidence-based practices.

This initiative aims to support Employment Pathway Programs and Social Enterprises that empower families impacted by domestic violence (DV). With the Bezos Day 1 Support, CFTH plans to invest approximately $2 million in partnership with DV service providers to enhance housing stability and employment-focused services within the CoC. Focus Areas:

YHDP Funding Opportunities Archive
In September 2021, The Way Home Continuum of Care (CoC), our local homeless response system, received the fourth-highest award in the country -- $10 million from the U.S. Department of Housing and Urban Development (HUD) -- for the Youth Homeless Demonstration Program (YHDP). The YHDP provides our community with the funding, technical assistance, and flexibility to develop and implement a coordinated community approach to youth homelessness that matches the needs, assets, constraints, and preferences of our community stakeholders.
The YHDP is an exciting new initiative designed to prevent and end youth homelessness. The goal of the YHDP is to support The Way Home in the development and implementation of a Coordinated Community Plan (CCP) to prevent and end youth homelessness. We are excited to announce that The Way Home YHDP CCP was approved by HUD on April 26, 2022!
