About Funding for The Way Home
The Coalition for the Homeless (CFTH), as lead agency to The Way Home (the local Continuum of Care [CoC]), is tasked with coordinating, planning, and preparing the annual application for the U.S. Department of Housing and Urban Development (HUD) CoC Notice of Funding Opportunity (NOFO) Competition. The HUD CoC NOFO competition brings in roughly $45 million to our CoC on an annual basis; which provides critical resources for those experiencing homelessness in our community.
In addition to managing the HUD CoC NOFO competition, CFTH also works to source other federal, state, local, and private dollars to meet the needs of people and families experiencing homelessness. Learn more here.

Lead Agency Technical Assistance Support
Technical assistance (TA) is the process of providing targeted support to an organization with the focus on building skills that will improve the organization, program, and/or the services they provide. It is an effective method for building the capacity of an organization.
Lead Agency Technical Assistance seeks to:
- Support a nonprofit organization to build and expand its internal capacity
- Strengthen the capacity of nonprofit sector to function more effectively and efficiently
- Build skills to expand impact and effectiveness of those they serve
- Incorporate new and improve methods, tools, or technology

About the HUD CoC NOFO Competition
About: The Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) program is a yearly announcement from the U.S. Department of Housing & Urban Development (HUD) inviting communities to apply for federal grants to support homelessness assistance programs. The NOFO outlines available funding and sets the criteria and priorities for the grant applications.
Key Points of the NOFO:
- Purpose: To support projects that aim to end homelessness by providing resources for housing, services, and support systems.
- Eligibility: Nonprofit organizations, state and local governments, and other community partners are eligible to apply for these funds.
- Application Process: Communities must submit detailed proposals outlining their strategies for addressing homelessness, including project plans, budget requirements, and expected outcomes.
- Funding Priorities: The NOFO highlights specific areas of focus for funding, such as permanent supportive housing, rapid rehousing, transitional housing, and innovative approaches to preventing and ending homelessness.
- Goals: The primary goals are to promote community-wide commitment to ending homelessness, quickly rehouse homeless individuals and families, and optimize self-sufficiency for those experiencing homelessness.

A major function of the Coalition for the Homeless (CFTH) as lead agency to The Way Home, is to prepare the annual application to the U.S. Department of Housing & Urban Development (HUD) for Continuum of Care (CoC) McKinney-Vento Homeless Assistance funding. These resources are invaluable for providing housing and supportive services for people experiencing homelessness. These funds are made available through a national competition announced each year in HUD’s Notice of Funding Opportunity (NOFO) Competition. Applications must demonstrate broad community participation and identify resources and gaps in the community’s approach to providing permanent housing and other critical services that address homelessness.
Each year, HUD requires each CoC to review the performance of CoC-funded projects within its geographic area and to use their performance to rank renewal and new projects in order of their funding priority for the annual 
NOFO Competition. The purpose of this system is to indicate to HUD the relative funding priorities of projects within a CoC.

2025 Continuum of Care Builds (CoC Builds)
HUD has released the Continuum of Care Builds (CoC Builds) NOFO (FR-6902-N-25A) a one-time, national funding opportunity with $75 million available to create new Permanent Supportive Housing (PSH) units through construction, acquisition, or rehabilitation.
Key Details:
- Applications due to HUD: September 12, 2025 (3:00 PM ET)
- Local CoC deadline: September 10, 2025 (for required CoC review & competition compliance)
- Priority populations: Elderly (62+) and individuals with physical disabilities, including in medical respite settings
All applications must be submitted by the CoC’s Collaborative Applicant through 
Grants.gov. 
Agencies interested must submit their applications through 
 Grants.gov and send a copy to the CoC applicant (CFTH) by Wednesday.
Site Visits - CoC NOFO Funded Agencies:
The HMIS and CoC Programs team are currently conducting Site Visits with all CoC NOFO-Funded Agencies. To ensure a smooth process, please send any requested Site Visit information to Angel Garmon at Angel.Garmon@cfthhouston.org no later than one week before your scheduled visit. This will allow our team enough time to review your program policies and ensure that they align with CoC standards.

This initiative aims to support Employment Pathway Programs and Social Enterprises that empower families impacted by domestic violence (DV). YHDP Funding Opportunities Archive
In September 2021, The Way Home Continuum of Care (CoC), our local homeless response system, received the fourth-highest award in the country -- $10 million from the U.S. Department of Housing and Urban Development (HUD) -- for the Youth Homeless Demonstration Program (YHDP). The YHDP provides our community with the funding, technical assistance, and flexibility to develop and implement a coordinated community approach to youth homelessness that matches the needs, assets, constraints, and preferences of our community stakeholders.
The YHDP is an exciting new initiative designed to prevent and end youth homelessness. The goal of the YHDP is to support The Way Home in the development and implementation of a Coordinated Community Plan (CCP) to prevent and end youth homelessness. We are excited to announce that The Way Home YHDP CCP was approved by HUD on April 26, 2022!
