About Funding for The Way Home


The Coalition for the Homeless (CFTH), as lead agency to The Way Home (the local Continuum of Care [CoC]), is tasked with coordinating, planning, and preparing the annual application for the U.S. Department of Housing and Urban Development (HUD) CoC Notice of Funding Opportunity (NOFO) Competition. The HUD CoC NOFO competition brings in roughly $45 million to our CoC on an annual basis; which provides critical resources for those experiencing homelessness in our community.


In addition to managing the HUD CoC NOFO competition, CFTH also works to source other federal, state, local, and private dollars to meet the needs of people and families experiencing homelessness. Learn more here.

Lead Agency Technical Assistance Support


Technical assistance (TA) is the process of providing targeted support to an organization with the focus on building skills that will improve the organization, program, and/or the services they provide. It is an effective method for building the capacity of an organization.

 

Lead Agency Technical Assistance seeks to:

  • Support a nonprofit organization to build and expand its internal capacity
  • Strengthen the capacity of nonprofit sector to function more effectively and efficiently
  • Build skills to expand impact and effectiveness of those they serve
  • Incorporate new and improve methods, tools, or technology

FY 2024–2025 CoC Competition Now Open – Compliance with FY24–25 NOFO (FR-6800-N-25)


Tuesday, January 12, 2026


The Way Home formally opened the FY 2024–2025 Continuum of Care (CoC) Competition in response to HUD’s reopening of the FY24–25 Notice of Funding Opportunity (FR-6800-N-25), pursuant to the federal court order issued on December 23, 2025.


This competition is being conducted solely to comply with the FY24–25 NOFO as currently written. All eligibility rules, submission requirements, timelines, and review processes must fully align with HUD’s guidance.


HUD will accept and process applications under this NOFO but will not obligate funds or issue awards while the court order remains in effect. HUD has indicated that, assuming the order remains in place, conditional award selections should be made by late March 2026. Please Note: Selections do not constitute an obligation of funds.

Local Timeline & Deadlines

Local deadlines have been established to support eligibility reviews, Steering Committee approvals, and the public posting period prior to HUD’s February 9, 2026 federal deadline.


All local deadlines and required materials have been posted here, The Way Home Partner Portal, on January 13, 2026, and will be updated accordingly.


eSnaps Availability:

HUD anticipates that eSnaps will open by January 16, 2026.


ALL Project Submissions Due: Monday, January 26, 2026 – 5:00 PM CST

Estimated Available Funding

The Way Home anticipates that approximately $7 million in reallocated CoC funding may be available through this competition. This is currently the only funding available for "new projects". 


This estimate is subject to:

  • Final local determinations
  • HUD eligibility review
  • Federal approval

Eligible Project Types

NEW projects created through reallocation that are limited to:


1. Supportive Services Only – Coordinated Entry (SSO-CE)

  • Supports Coordinated Entry operations and functions as defined by HUD and The Way Home.
  • Submission of an SSO-CE application does not confer, imply, or contest any designation of Coordinated Entry Lead Agency authority, governance, or system ownership.
  • All SSO-CE projects must operate in alignment with CFTH’s CE policies, workflows, and governance structure.
  • Future HUD-authorized SSO components (e.g., SSO–Outreach) may require project transitions.

2. Permanent Housing – Rapid Re-Housing (PH-RRH)

  • PH-RRH projects are structured under current HUD eligibility rules.
  • If HUD later introduces a Permanent Housing cap or authorizes component shifts, projects may be required to transition (e.g., to Transitional Housing) per HUD guidance.

3. Expansion of Existing Permanent Housing Projects – Rental/Leasing Subsidy Expansion Only (Priority)

  • Projects may request increases to rental assistance and/or leasing subsidies only.
  • Projects must remain within the Permanent Housing component and already have existing supportive services funding.
  • No component changes are allowed.

PLEASE NOTE: 

  • Renewal Projects: Must remain unchanged unless voluntarily reallocated, replaced, or expanded through a HUD-permitted Rental/Leasing Subsidy Expansion.
  • Bonus Dollars: No bonus dollars are available at this time.
  • Optional Technical Assistance: Technical assistance will be available January 19–23, 2026, by request. To schedule, please email: nofo@cfthhouston.org

Project Types NOT Allowed

  • Transitional Housing (TH)
  • Standalone Supportive Services Only (non‑CE)
  • Any project types not explicitly allowed under the FY24–25 NOFO
  • No bonus funding is available

Future Guidance & Planning

While this competition must follow the FY24–25 NOFO exactly as written, we want to be transparent that HUD may revise or reissue the FY25 NOFO, and additional guidance may be released through a future FY26 NOFO or Special NOFO.


The Way Home is actively planning for these potential changes—such as possible Permanent Housing caps or the reintroduction of Transitional Housing as an eligible component. These discussions are forward‑looking only and do not change the eligibility rules, allowable project types, or submission requirements for the current competition.


In short: We are fully complying with today’s federal requirements while responsibly preparing for what may come next.

About the HUD CoC NOFO Competition

About the CoC Program: The Continuum of Care (CoC) Program (24 CFR Part 578) promotes a community‑wide commitment to ending homelessness. Through this program, HUD provides funding to nonprofit organizations, states, local governments, Indian Tribes, and Tribally Designated Housing Entities (TDHEs) to:

  • Quickly rehouse individuals, families, and youth experiencing homelessness
  • Support persons fleeing domestic violence, dating violence, sexual assault, and stalking
  • Minimize the trauma and dislocation caused by homelessness
  • Improve access to mainstream services and supports
  • Increase self‑sufficiency among those experiencing homelessness


The CoC Program strengthens local coordinated systems and supports long‑term housing stability across communities.


About the NOFO: The Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) Program is HUD’s annual announcement inviting communities nationwide to apply for federal homelessness assistance funding.


Each year, the NOFO:

  • Outlines the total funding available
  • Defines eligible project components and activities
  • Establishes federal priorities and policy goals
  • Specifies application requirements, scoring criteria, and submission deadlines


The CoC NOFO competition is a key mechanism through which communities secure funding for supportive services, housing programs, system coordination, and other interventions designed to reduce and ultimately end homelessness.

The HMIS and CoC Programs team are currently conducting Site Visits with all CoC NOFO-Funded Agencies. To ensure a smooth process, please send any requested Site Visit information to Angel Garmon at Angel.Garmon@cfthhouston.org no later than one week before your scheduled visit. This will allow our team enough time to review your program policies and ensure that they align with CoC standards.

  • Coordinated Entry & Engagement RFP

    RFP Summary: The Coalition for the Homeless of Houston/Harris County (CFTH), Lead Agency for The Way Home CoC (TX-700), has released a Request for Proposals (RFP) for qualified providers to operate Youth Homeless Demonstration Program (YHDP) Coordinated Entry (CE) functions across our regional homeless response system.


    This opportunity supports: 

    • Centralized and phone-based intake
    • In-reach engagement at shelters, schools, and other systems
    • Problem-solving and diversion supports
    • Connection to housing pathways both within and outside the system
    • Short-term case coordination to support housing or income resolution

    Key Details:

    • Funding Available: Up to $800,000
    • Contract Term: January 1 – December 31, 2026 (renewable based on performance & funding)
    • Match Required: 25% (cash or in-kind, excluding leasing)

  • City of Houston & Harris County

    Funding Opportunity: City of Houston 2025 Public Services HOPWA NOFA - N021425


    About: The City of Houston Housing and Community Development (HCD) Department has issued a Notice of Funding Availability (NOFA) for the Housing Opportunities for Persons with AIDS (HOPWA) program, which aims to increase the availability of decent, safe, and affordable housing for low-income individuals with HIV.


    HCD is seeking qualified nonprofit organizations with 501(c)(3) status to provide financial assistance, administration, supportive services, and operating expenses for housing projects benefiting low-income persons living with or affected by HIV/AIDS within Houston and the surrounding areas.

    HOME-ARP Information:

    The U.S. Department of Housing and Urban Development (HUD) has notified Montgomery County that it has been allocated $2,548,899.00 in HOME-ARP Program funds. 


    In order to receive the HOME-ARP grant, the County is required to submit a HOME-ARP

    Allocation Plan to HUD for review. The HOME-ARP Allocation Plan must describe how the

    County intends to distribute its HOME-ARP funds, including how it will use these funds to

    The City of Pasadena expects to receive approximately $2,446,039 in federal grants for 2024:

    Consolidated Plans, Annual Action Plans, and CAPERs

    HUD Description: The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. 


    The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. 


    Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).

    Community Development Block Grant (CDBG)

    CDBG HUD Description: The Community Development Block Grant (CDBG) Program supports community development activities to build stronger and more resilient communities. To support community development, activities are identified through an ongoing process. Activities may address needs such as infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, clearance/acquisition, microenterprise assistance, code enforcement, homeowner assistance, etc.

    Emergency Solutions Grant (ESG) 

    ESG HUD Description: The Emergency Solutions Grants (ESG) program works to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.


    The program provides funding to:

    • Engage homeless individuals and families living on the street;
    • Improve the number and quality of emergency shelters for homeless individuals and families;
    • Help operate these shelters;
    • Provide essential services to shelter residents;
    • Rapidly re-house homeless individuals and families; and
    • Prevent families and individuals from becoming homeless.

    ESG funds may be used for these five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, Homeless Management Information System (HMIS), as well as up to 7.5% of a recipient’s allocation can be used for administrative activities.

    Funding Opportunity: HCDVCC RFP: Evaluation Team for Harris County Early Childhood Resiliency Fund (ECRF) Program Design


    About: The Harris County Domestic Violence Coordinating Council (HCDVCC) invites proposals from qualified evaluation teams to assess the Resiliency Fund Program Design. This initiative supports innovative, trauma-informed interventions for children exposed to intimate partner violence (“IPV”) and domestic violence (“DV”), which was exacerbated by the COVID-19 pandemic and aims to respond to the developmental and therapeutic needs of young children in Harris County, emphasizing the needs of children aged 0-8. 


    HCDVCC is committed to collaborative leadership and collective learning, centering the voices and needs of survivors to guide decision-making and program development. This evaluation aims to produce actionable insights to strengthen the caregiver-child relationship, improve outcomes for children exposed to DV, and inform evidence-based practices.

    Funder Focus: This funding opportunity invites grant applications requesting funding for the PATH Program. PATH providers provide outreach and engage people not currently connected to mainstream mental health services, primary health care, and substance abuse service systems. Awarded Grantees shall meet the Substance Abuse and Mental Health Services Administration (SAMHSA) goal for PATH programs, which is to reduce or eliminate homelessness for individuals with serious mental illnesses or co-occurring substance use disorders who are homeless or at imminent risk of becoming homeless.

As the Lead Agency to The Way Home Continuum of Care (CoC) (TX-700, Cities of Houston/Pasadena & Harris/Fort Bend/Montgomery Counties), the Coalition for the Homeless runs a local competition based on the Continuum of Care Notice of Funding Opportunity (NOFO) released by the U.S. Department of Housing and Urban Development (HUD), to ensure that we submit a funding recommendation for Funding Opportunity FR-6200-N-25.

  • Fiscal Year (FY) 2022 NOFO Committee & Workgroup

    On behalf of The Way Home, the Coalition for the Homeless of Houston/Harris County is recruiting qualified, non-conflicted members to join the 2022 NOFO Rating & Ranking Committee, as well as the CoC Provider Input Workgroup.


    Each year, the U.S. Department of Housing and Urban Development (HUD) requires each Continuum of Care (CoC) to review the performance of CoC-funded projects within its region and to use their performance to rank renewal and *new projects in order of their funding priority for the annual Notice of Funding Opportunity (NOFO) Competition. The purpose of this system is to indicate to HUD the relative funding priorities of projects within a CoC.


    Members should be knowledgeable about homelessness and housing in the area and broadly representative of the relevant sectors, subpopulations, and the geographic regions that make up The Way Home (i.e., Houston and Harris, Fort Bend, and Montgomery counties). It is the policy of the CoC, called The Way Home, to have an objective and transparent process for determining the allocation of funding.


    The 2022 NOFO Rating & Ranking Committee and CoC Provider Input Workgroup will be committed to ensuring the CoC puts forward the most competitive and system priority aligned applications. The committee and workgroup will use objective, performance based scoring criteria and selection priorities that are approved by The Way Home Steering Committee to determine the extent to which each project addresses HUD’s policy priorities. All final recommendations will be brought forth to the Steering Committee for review and approval, prior to submission to HUD.

    The Rating & Ranking Committee will be composed of representatives from various groups, including non-profit homeless services and housing providers; housing developers; city representatives; county representatives; mental health; substance abuse; veteran's services; and consumers (people with lived experience of homelessness). It is the policy of the CoC, called The Way Home, to have an objective and transparent process for determining the allocation of funding.

You will be invited to fill out a short application and Conflict of Interest form to determine eligibility; a list of backup representatives will be maintained. 


    The RRC will meet year-round to effectively implement a CoC Notice of Funding Opportunity (NOFO) Planning process, including the release of the CoC NOFO application. Active participation in the Rating and Ranking Committee is key to our system's success.

    FY21 NOFO CoC Competition Application & Project Ranking Announcements

    The Coalition for the Homeless, Lead Agency to The Way Home Continuum of Care, has posted the FY21 CoC Competition Application which will be submitted to U.S. Department of Housing and Urban Development (HUD).


    This the final listing of all applications with ranking and dollar amounts. Partners were encouraged to review the application and send any corrections/changes needed to nofa@homelesshouston.org.

    How were these rankings made?

    We ranked projects per the posted Ranking policy, which was approved by the CoC Steering Committee. The Reduction and Reallocation Policy was updated to reflect the final amount voluntarily reallocated from a renewal project in our CoC and was also approved by the CoC Steering Committee. New Projects were scored on a different criteria. 


    Tier 1 is 100% (or $41.4 million) of our Annual Renewal Demand (ARD) and Tier 2 is the difference between Tier 1 and the maximum amount of renewal, reallocation, plus any Bonus.



    The Way Home CoC's funding request this year is over $48 million.



    What are next steps for agencies?

    • If you have any questions or concerns, please reach out to the Lead Agency. If you have concerns that are not being addressed, please complete the posted FY21 HUD CoC Grant Competition Grievance Form
    • If you scored below 120, you are required to submit a Corrective Action Plan, per the Reallocation and Reduction Policy. This Corrective Action Plan will allow the Lead Agency to support your improvement over the next year.

    About: The Coalition for the Homeless of Houston/Harris County (CFTH), as the lead agency for The Way Home Continuum of Care (CoC TX-700), is releasing this Rolling Request for Proposals (RFP) to identify a qualified subrecipient for Youth Homelessness Demonstration Program (YHDP) – Coordinated Entry (CE) Employment Supports. This funding opportunity is designed to provide employment-focused services to youth and young adults (YYA) experiencing or at risk of homelessness during the Coordinated Entry phase—before housing placement. Services should be youth-centered, low-barrier, and aligned with Housing First principles to promote long-term economic stability.

  • FY 25 Bezos Day 1 Letter of Intent - Domestic Violence Partners

    Funding Opportunity | FY 25 Bezos Day 1 Letter of Intent (LOI) - Domestic Violence Partners


    About: The Coalition for the Homeless of Houston/Harris County (CFTH) is inviting organizations to submit a Letter of Intent (LOI) for potential funding through the Bezos Day One Family Fund. This initiative aims to support Employment Pathway Programs and Social Enterprises that empower families impacted by domestic violence (DV). With the Bezos Day 1 Support, CFTH plans to invest approximately $2 million in partnership with DV service providers to enhance housing stability and employment-focused services within the CoC. Proposed projects should align with the grant’s priorities, be ready for implementation by April 2025, and ensure all funds are utilized by December 2026.


    Focus Areas: 

    • Employment Pathway Programs – Job readiness training, skills development, career counseling, employer partnerships, and support for overcoming barriers such as childcare or transportation.
    • Social Enterprises – Mission-driven businesses or programs that provide employment opportunities while reinvesting profits to further social impact.

    Additional Allowable Activities: While the primary focus must remain employment-related, agencies may incorporate complementary services such as housing stability supports, financial coaching, legal assistance, and digital access tools to help participants maintain long-term employment


    Submission Requirements: Interested organizations must submit an LOI addressing the following:

    1. Project Overview – Alignment with grant objectives and impact on DV survivors.
    2. Expected Outcomes – Measurable deliverables and anticipated success metrics.
    3. Timeline – Implementation readiness by April 2025 and completion by December 2026.
    4. Project Justification – Community need and potential impact.
    5. Target Population & Scale – Number of families served annually.
    6. Evaluation & Measurement – Data collection and impact assessment methods.
    7. Detailed Budget – Comprehensive breakdown of anticipated expenses.

    • Narrative Length: Maximum three pages (excluding budget).

    REI Overview:  As a member of The Way Home Continuum of Care (CoC), the City of Houston, Harris County and the Coalition for the Homeless are participating in the community’s plan to combat the COVID-19 pandemic for our most vulnerable residents impacted by COVID-19, people experiencing homelessness. The Community COVID Housing Program (CCHP) will provide permanent supportive housing (PSH), rapid rehousing (RRH), Diversion, & Navigation. 


    Request for Expression of Interest (REI) applications were being accepted for Mental Health Providers.


    Mental Health Support is provided via a specialized team of mental health clinicians who will support existing outreach and housing providers to serve persons experiencing mental illness. The Mental Health Support Team will employ a wraparound model to engage individuals with symptoms of mental illness and provide engagement services, clinical assessment, mental illness treatment coordination, and housing retention supports.

    The Texas Department of Housing and Community Affairs (TDHCA) opened up the opportunity for local Continuum of Cares to host a local competition in lieu of TDHCA reviewing and awarding funds under Emergency Solutions Grants (ESG) passed through the department. As the Lead Agency for the TX-700/The Way Home Continuum of Care, the Coalition submitted an application to host this local competition.     The Way Home ESG CARES II Applications 

    The State of Texas received funding via the Coronavirus Aid, Relief and Economic Security (CARES) Act, of which just over $9M has been identified for The Way Home Continuum of Care. This funding is used to prevent, prepare for and respond to COVID-19, prioritizing homeless prevention and rapid re-housing (in particular, the organization’s plan to use landlord incentives, as allowed in HUD CPD Notice 20-08, and the organization’s plan to collaborate with landlords that shows staff members identified to conduct outreach to and negotiation with owners as outlined in 24 CFR §576.105(b)). YHDP Funding Opportunities Archive


In September 2021, The Way Home Continuum of Care (CoC), our local homeless response system, received the fourth-highest award in the country -- $10 million from the U.S. Department of Housing and Urban Development (HUD) -- for the Youth Homeless Demonstration Program (YHDP). The YHDP provides our community with the funding, technical assistance, and flexibility to develop and implement a coordinated community approach to youth homelessness that matches the needs, assets, constraints, and preferences of our community stakeholders.


The YHDP is an exciting new initiative designed to prevent and end youth homelessness. The goal of the YHDP is to support The Way Home in the development and implementation of a Coordinated Community Plan (CCP) to prevent and end youth homelessness. We are excited to announce that The Way Home YHDP CCP was approved by HUD on April 26, 2022!
